House Bill No. 1035

Gabi gabi na lang sa tuwing sasapit and ala-diyes, aarangkada na ang ang aming kapitbahay.  Kakanta ng todo lakas, yung para bang wala ng bukas. Ilan pa kayang "When I dream about you" birit ang gagawin ng neighbor ko? Hindi ko maintindihan kung gaano kalaki ang problema nya sa buhay kaya gusto nya lahat ng kapitbahay ay madamay sa hinaing nya. 

Kaya masaya ako when I heard from the radio news about Quezon 4th District Rep. Angelina Tan proposed bill, under House Bill No. 1035 – “An Act Prohibiting the use of Videoke/Karaoke systems and Other Sound Amplifying Equipment that Cause Unnecessary Disturbance to the Public within the Residential Areas, and Providing Penalties Therefor” – the operation of such equipment audible within 50 feet distance from the source should be considered as evidence." 

Sana lang talagang the end is near para sa mga kapitbahay na walang pakundangang late-night videoke sessions.  Ang wish ko lang sana gawin nilang 1 million ang multa instead of 1 thousand. Kasi, dahil may kaya ang kapitbahay ko, peanut lang sa kanya ang 1 thousand. 

Sa totoo lang, nahihiya na din akong tumawag at mangulit sa aming Kapitan para ireklamo ang ingay ng kapitbahay.  Ngunit, talagang namang napakasakit sa tenga ng ingay na nagmumula sa kanila. Mabuti na lang likas na mabait ang aming kapitan at walang kinikilingan kundi pati sya irereklamo kay President Duterte. Hehehehe. Joke lang.

The scope of House Bill No. 1035:

Rep.Tan wants individuals and business establishments to use sound-producing devices from 8 am to 10 pm in a bid to reduce noise pollution in the country.

Should HB 1035 be passed into law, it would penalize first-time violators with a fine of P1,000 or imprisonment of not more than 6 months.

Succeeding offenses by business establishments would lead to the revocation of their license to operate.

If the violation is committed by a corporation, partnership, association, or other similar entity, HB 1035 would make the president, general manager, or the most senior officer of the company responsible.

Ruby Palma, volunteer from Friends of the Environment in Negros Oriental suggested five points to be added to Tan’s bill, namely, designation of areas where videoke/karaoke and similar equipment would be allowed, requirement of structural sound-proofing, setting maximum sound volume level, setting maximum time use for private and home use of equipment monitoring, reporting, and evaluation of the law’s implementation.

Negros Oriental 3rd District Rep. Arnolfo Teves Jr. also suggested the specific decibel level to be allowed under the bill.
